Improving Public Distribution System

I am working with Government on improving the Public Distribution System for Assam. PDS runs on following structure.

There are following problems,

• There are few ration cards that doesn't exist, which help distribution nodes to do black marketing.
• People who live in rural areas are not aware that how much they are entitled to get.
• There is no fix date for distribution of commodities.

If you have any suggestion than please do let me know. As of now i am thinking to propose the introduction of Prepaid coupons to remove black marketing & setup the Contact Center at state level to receive public complaints & to inform people about government policies.

As i said any suggestion is appreciated. Let's improve our system, after all it's our country.
